How to dress a baby in a footmuff
A footmuff is part of the outfit decision. Before adding the usual outdoor clothes, look at what it covers and how it is meant to be used. A light liner and a padded winter footmuff call for different decisions.
Check which seat your footmuff is made for
Start with the instructions for your exact footmuff and pushchair. For example, Bugaboo's linked footmuff manual limits that product to its stroller seats, requires use of the harness and specifies outdoor use. Those are product instructions, not rules for every footmuff.
Do not assume a stroller accessory is suitable for a bassinet, cot or car seat. Check compatibility before planning the clothing underneath.

Does a baby need a coat inside a footmuff?
There is no reliable yes-or-no answer for every product and outing. Check the manufacturer's clothing advice, the weather and which parts of your baby remain outside the cover. A footmuff around the legs does not tell you what the upper body needs.
Avoid treating it as a fixed number of clothing layers. Bugaboo's manual warns that a fully clothed child can overheat inside its footmuff in warm weather. That does not mean a footmuff removes the need for suitable clothing in the cold.

Plan the warm indoor stop before leaving
The NHS advises removing hats and extra clothing on entering a warm indoor space or vehicle. Plan that adjustment before you reach the café or bus, including what your footmuff's instructions require.
Keep removable pieces accessible rather than at the bottom of the changing bag. If your route includes several shops, it may help to plan the stops together so you have time and space to adjust clothing at each change of environment.
